Maybe he or she has an account. Or paid in advance. Or Dad owns the gas station. Bit judgemental calling him a thief. Especially whan his other violations will be manifold!

It seems strange in the UK.
But in the US/ Australia/ Africa and it looks like Russia as well its nothing special.

Think it's Russia - In Russia like in the US you either present your credit card to the pump or go pay the cashier before the pump is switched on.

LUK oil gas station - Russia.
LUKoil also has gas stations in other countries (Czech republic, Slovakia, maybe a few other central or east european countries too).
The truck seen there is definitely from Czech republic, but that doesn't necessarily mean it wasn't in other country. Few of those cars look like old russian Ladas, but you can still find those in rural areas of former eastern bloc countries.
Anyways, my estimate would be on Czech republic; too bad the resolution isn't better, or there aren't any licence plates.
