Oh I was not posting this in regards to whether he had paid or not, but purely in admiration of the sheer ballsyness of swinging up pump no4 for a top off then back out onto the highway for TO

LUKoil also has gas stations in other countries (Czech republic, Slovakia, maybe a few other central or east european countries too).
The truck seen there is definitely from Czech republic, but that doesn't necessarily mean it wasn't in other country. Few of those cars look like old russian Ladas, but you can still find those in rural areas of former eastern bloc countries.
Anyways, my estimate would be on Czech republic; too bad the resolution isn't better, or there aren't any licence plates.
