Min Aerodrome requirements for Non Scheduled Commercial ops

Where can one find what the aerodrome minimum required facilities is for non scheduled commercial operations? regarding, fire equipment, licencing etc!:ugh:

In the UK it would be CAA publication CAP 168 (Licencing of Airfields); down your way there must be an equivalent.

I would guess the base reference will be ICAO Annex 14 (on which the UK's CAP 168 is based) with differences and deviations handled by the operator's Ops Manual.
