Min Aerodrome requirements for Non Scheduled Commercial ops

Where can one find what the aerodrome minimum required facilities is for non scheduled commercial operations? regarding, fire equipment, licencing etc!

In the UK it would be CAA publication CAP 168 (Licencing of Airfields); down your way there must be an equivalent.

I would guess the base reference will be ICAO Annex 14 (on which the UK's CAP 168 is based) with differences and deviations handled by the operator's Ops Manual.
