how can i get wx briefs from the Indian Met department???

and also can someone give a brief description on what is required for a pre-flight briefing to your commander??

From the same place that you got your weather when you were doing your CPL and type rating training? But here would also work. (http://www.pilotfriend.com/av_weather/india_weather.htm) As to what and how you brief, that will be company specific and incorporated in your line training. A really nifty organisation will describe what information is required and where it will come from. Working ahead of the plan is generally not a good idea.
