This is perfect example how economics can change laws in now time. We have just received memo from our Transport Minister:
Valid:immediately
Icao doc 019 is canceled with all other rules connected to it :}
Eurocontrol also told us that thay are working on new doc 019 wich will be something like this: YOU ARE NOT RESPONSIBLE FOR ANYTHING, JUST TELL THEM IT MIGHT BE THERE
This is what i call a TWIST.

I'd put money on it being something to do with Volcanos/Ash and what to do in the event of!

There is no ICAO doc 019.
There is a circular 019 which dates back to 1951.
Are you sure it hasn't been moved to a museum?

FWIW, EUR/NAT refers to 2 ICAO regions, European and North Atlantic. it has nothing to do with Euro by which I assume you mean Eurocontrol.
