Is a STAR applicable to the low structure enroute i.e. below 180. Should you file a STAR if you're cruising in at say 17000?? thanks

since there are several technicalities in US IAP the best reference is actually the Instrument Procedures Hand book FAA 8262---this IS published by the flight standards branch of the FAA--so it IS authoritative on US IAP
