File STAR for low structure

Is a STAR applicable to the low structure enroute i.e. below 180. Should you file a STAR if you're cruising in at say 17000?? thanks

Sorry, Clm that wasn't directed to you it appears an intrusive and inappropriate statement was removed, so I'll remove mine


since there are several technicalities in US IAP the best reference is actually the Instrument Procedures Hand book FAA 8262---this IS published by the flight standards branch of the FAA--so it IS authoritative on US IAP
