If all of the IAP at destination were withdrawn but the navigation aids (VOR/NDB), lights are serviceable.
What is the fight rule to fly there also the landing/takeoff weather minima at that airport. Any idea?

I would say you need to file an alternate, and obviously carry the fuel for the planned alternate plus the 45 minute reserve.

Yes we do have an alternate and also the reserve fuel, my question is
what is the weather minimum for dispatch for landing and takeoff at that airport.

No IAP, then surely the alternate minima would be that applicable to VFR flight wouldn't it (in Australia that's 1500ft agl vis 8km)?

My understanding is flight can be dispatched to that airport under IFR but in approach phrase pilot cannot descend below the higher of MSA/MORA, for taking off from that airport the minimum woulde be 400 feet of VIS.
Am I right?
