What size aircraft incurs airways/IFR charges?? Does someone with a c172 get it for free??

2000kg certified MTOW is the lower limit for route charges, so, yes, a C172 does go for free.

This is the reason why Senecas tend to be certified at 1999kg over this side of the pond, even though they can carry more.

C172, no. This (http://www.gazettes-online.co.uk/NoticeView.asp?WebType=1&docId=944436&CategoryId=GC1508&seldateformDay=0&seldateformmonth=0&seldateformYear=0&DateFiltered=0)gives you a guide (Para 8(c)). Charges are based on Max Take-off Weight.

If I had my way, ALL aircraft would be charged - how about for how long they remain on average on frequency (only joking really).

It's the slow climbing, slow moving aircraft that cruise at (in TMA terms) mid-band flight levels that cause the most headaches and create dis-proportionally much more of a workload.
