There's an opinion among my collleagues that pilots are often reluctant to declare an emergency to avoid following charges. Are SAR paid by airlines for every particular incident?

the worry is not about the charges.

it is about keeping your airline from appearing on the front pages. here (in germany) yellow press will turn a simple inflight diversion due to wx (no approach attempt at dest, just flown to alt) into an "emergency landing - passengers fearing for their lifes bla bla......"

the press is making up 'news' and there's no way to stop them from printing lies. even if u win in court, your image is damaged and thats almost impossible to repair.

same press corps wants to fly for 50%off.
