Minumum riquirements in Africa

Hi all, I have recently heard that the requirements for bush flying in Africa (botswana more precicely) was now 500 TT with a CPL.

''These requirements are set out by the Department of Labour for the issue of work permits to expatriates''.

Is this true? Can anyone of you confirm or deny that?
