How to denounce a pilot faking documents to the SACAA?

Hi Everybody,
I have just confirmed that a foreign pilot is about to get an ATPL licence with fake hours,while he is flying as F/O,he is logging P1 hrs.and he has got much more hours on the logbook than in real.
if everything goes like he planned,he will get a type rating endorsed as PIC!

Could you please telle me how can I report this to the SACAA?

The SACAA has a centralized reporting system.

If you're serious and have evidence email the head of Aircrew Licencing at the SACAA on [email protected] with details.

If you do not provide full details your report will not be taken seriously.

Hi gopher121,

Have you reported this within your company: fleet captains, chief pilot, flight safety officer, flight operations manager?

The CAA really should be your last resort, but in other hand if you believe that your report will highly contribute to safer skies, aviation safety, your company's reputation, and people getting jobs with the right hours and experience instead of cheating mongrels, you should go ahead in any case.

The SA CAA should be the post of first resort.
This site is relevant although not entirely appropriate.

It's good that your aware that this is going on but you have to very careful how you approach the situation.
If he's illegally logging non existing flight hrs then that's big trouble.

If it is just how he's logging his actual flight that's a different story.
It all depends which licence he's using. Because some authorities let you sit in the right seat and log command supervision time ( PICUS, ICUS, COMMAND PRACTISE) or what ever each state calls it??
This time can actually be credit towards the issue of a ATPL licence. Most authorities credit this as P in C time for the issue of an ATPL but only as half the allowed time??? Best check the relevant part 61! As its a little confusing!!!

F/o time can only be counted as half time towards an ATPL issue so there is benefits in logging P1 under supervision.

But you can only log supervision time under an approved training scheme. Which most operators are not well aware of?

big buddah is right.

This is one of the reasons why my advice to you was to clarify everything within your company first, before stirring up at the caa causing many uncomfortable moments to yourself, the company and the person in question likewise - maybe for no reason at all. On the other hand if you believe that the situation is seriously affecting aviation safety, you should report it, nevertheless, but bear in mind the possible outcomes and consequences, once agian for yourself, the company and the person in question.

Maybe the person you are referring to has a "deal", that he can log PIC time with some certain captains who are in fact are line training captains (not to be confuse with TRI/TRE) as per your company operations manual.

I remember when i was working for a contract company in Africa, everybody had different "deals" - no pay scheme/scale at all, ops manager's favorite FOs getting upgraded, others not, etc. Although i was one of the lucky ones earning as much as an FO as some of the newbie Captains joining the company much later on, but still i thought that this wasn't right: there should be a transparent payscale, upgrade program, etc.

The object of the exercise is surely to stop this intrepid aviator and fashioner of phantom flying being issued with an ATPL, which he might even be able to convert to an overseas one. Therefore there is no time to be wasted to head the man off at the pass. If an SA company/airline is involved, something which is not stated, then perhaps it is in breach of its own Operations Manual and/or arrangement with the CAA. Either way, it seems that the relevant CAA should be informed and that the informer has the right to confidentiality.
The statement 'But much more hours in his logbook than in real' is pretty definitive and implies deception rather than a difference in interpretation?
You could, of course, telephone the person at the other end of the email address already provided earlier and ask about the procedure for confidential reporting of what you think might be a case of licencing fraud. The number to call would seem to be this one: 011 545 1250 (0027 is the country code for SA). You could inquire innocently if the CAA in SA had a similar reporting procedure to that available under JAR/EASA Ops.
Such inky stinky little practices should be stomped on and any companies that collude in such dangerous disaster scenarios closed for the benefit of public safety!
