They were using contract pilots at first from Europe, I think they are now hiring locals.

Ask to Meridiana

Air Uganda is under control of Meridiana in Sardegna and I do belive that the manager is an Italian.

Weren't they the Agga Khan investment fund?

It was they who arranged for the first two aircraft, both from Italy.

it is definitely Aga Khan group, you can try [email protected] for burkina and [email protected] for air mali, but I effectively doudt the employ expats at the moment. good luck.
