I'd appreciate any help in finding charter operators (+ contact details) interested in operating ad-hoc passenger flights (or medevac) from Southern Sudan

V1 Rotate - The information is required for potential future evac / medevac flights in either this particular area or the African region in general. Info on similar operators around Africa would be much appreciated if anyone else can assist.

There is an outfit at Lokichoggio (Northern Kenya) called "748" - good operators, good a/c. There is also Phoebus Appollo (Marius Scmit) and Interflight Swaziland (Andre Vigano) in South Africa.

Rossair operate DC3' and Beech 1900's - again very good operators ex-lanseria South Africa.

Solenta Aviation (Bruce Jophson), Ed's Charters (Ed Mordt) and Bon Espoir (Rob Killick) all operate nice caravan's ex-Zimbabwe and South Africa.

Aslam Kahn at Aircraft Leasing Services Niarobi (Wilson Airport)has some nice King Airs

Cant comment on the passenger / charter flights in the region... like someone else said, what on earth for? But you might find that the medivac side of things is already in place. All the operators flying in and out of Loki provide the service when necessary back into Kenya, and then the Nairobi based AMREF (Flying Doctor Service) usually gets called to do the transfer to Nairobi/South Africa/Europe if necessary. Loki has a hospital of sorts. AMREF already covers most of the East Africa region with its fleet of aircraft and chartered KingAirs or Citations. AMREF does not fly directly into Sudan with its own aitcraft without prior permission from the ICRC/IFRC and the Sudanese Govt due to various 'red cross' issues. Try AMREF.org for more info.
