The preliminary report notes that the altimeter in 1RF was tested and found to be within tolerance. Also noted is that the altimeter was found set to 29.40 rather than KGAI METAR value of 29.45 or the ATC-specified 29.44 (KBWI) during the low altitude alert. However, this setting error does not explain the large altitude errors seen in the 1RF approach.
