The offer was not withdrawn, it was rejected....by industry!!
Quite wrong, there never was "an offer", just "salemanship" to sucker the suckers.

Indeed, NO PROPOSAL was ever formally put to the Airservices board, let alone the Minister of the day. Further, the furious objection of airlines killed any chance of a real offer, they made it very plain that they would not subsidise GA, they, as the major funders of Airservices, wanted 100% of any ADS-B savings in reduced charges.
Of course, there have been no savings, only expenses.
