NPPL to LAPL Minimum Hours?

I passed my NPPL in July and have currently logged 10 hours as PIC. I know that before I can exercise the privileges of my LAPL license I need to complete 12 hours/12 TOALs. But no where can I find that I can still apply for my LAPL license before the recency requirement is satisfied. I'd have thought I could, as the onus is on me to ensure I meet the recency requirements before I fly but the SRG1104 Form section 9 suggests I need to satisfy the recency requirements and have the minimum hours/TOALS at this point of application, or is this just for their information? Any guidance much appreciated.
