Sounds like printer is faulty. Have you tried it on a different machine?

One last suggestion - depower printer (unplus & disconnect) and leave for 24-48hrs.

You could also try completely removing the Device from Windows using Kerem Gümrükcü's absurdly powerful Device Remover - https://device-remover.informer.com/0.9b/ - extraordinary program, hasn't been updated for a while, but still works like a charm, and see what happens.
