Could just be that flying so low no ADS-B receiver could see as its line of sight.
You'll never see combat aircraft on anything for obvious reasons but most of the other RAAF planes including the BBJs and the tankers do transmit ADSB in civilian airspace but are now blocked by the owners of FR24 - same as most corporate jets. Some can be seen on Flight Aware and nearly all of them on SEQ radar as someone else has mentioned. SEQ only has a range of about 200km around BNE but you can see a lot on it if your quarry happens to be in that area.
