This from the same country who's national airline we used see the holds open on and bags fall out, having been jammed in between the LD3s and the compartment wall, the LD3s by the way, not locked in by the restraint system. Yeh, I think there's something more political to this. This would be like Indonesia a few years ago banning someone for safety violations.
