fATPL is an unofficial term for those who graduate from flight schools (or get same licences and certificates on their own, shopping around), yes. That includes generally either modular or integrated programme with PPL/CPL+IR+ME/IR and atpl ground theory.

For example before first job I had done PPL, CPL, SEP IR, ATPL theories, ME/IR, UPRT, MCC and JOC (not in that order). Some cram an FI rating somewhere, too.

fATPL comes from frozen ATPL, meaning a person has everything apart from required experience for full ATPL. Market is full of fATPLs, but a bit short of ATPLs.

I wish you luck. Now looks like a good time to get qualified, but no one knows what's the situation in a few years time.
