Trust me the dual carriageway is not finished so the cones will be out in the days to come. I would think the contractor was under pressure to open the road so that is what they have done without it being completed. As I said before there is still a good week of work left.
I am also thinking the inbound route though the tunnel will have its surface lifted in the days to come as the road there is in a shocking state. The new outbound route has been given double red lines while the inbound route through the tunnel hasn't which is another reason why I think the surface will be replaced
