I can't see a real reason why it had to be kept apart from lost first floor office space and the location of where the air conditioning equipment for the new build is located on one of its balconies. It is a separate independent building that coaches used to pass through with offices over the top that was filled in over the years first to increase the then arrivals waiting area and then to provide extra check-in desks.
When the development is complete arriving passengers will pass through this building from the baggage belts to the arrivals waiting area.
In the photo of the CTA roundabout I can count 5 separate buildings that make up the terminal and there is at least another 3 or 4 that are out of sight. (Edit) make that 6 as I can just see the top of the old departure lounge that was added to the original terminal on the extreme left.
