The new terminal had a capacity of 5 million before its pier was built and before the upstairs departure lounge was brought into service with the old terminal being used as the departure lounge. That capacity was broken before it even opened.
It's not just Luton that operate that way.
"Sweating the assets" is what bean-counters do. It's "financially prudent" not to risk a huge financial investment until it's absolutely necessary.
It does mean that every department is stretched to almost bursting point.
Not always helped by the tiresomely slow planning approval process.
