Are you guys genuinely complaining about a city plush with rescue resources that can afford to dispatch 10 police to deal with one small incident or several fire engines for a single plane crash? Ok perhaps overkill but think of all those countries where you phone for help and it isn't coming, or its coming 30 mins from now.
