ATC, what are you expecting?

(In advance, I know very similar questions have been posted - but can't find the precise example as below - most appear related to STAR clearance)

In an ICAO member country, if given a "When ready, descend to XXX, be level by YYYYY" and then subsequently instructed "Descend to ZZZ": If the second level assignment is lower then the first, are you expected to comply with the previous "Be level by" restriction?

This is NOT in regards to a descend via STAR clearance.

Example:

*ATC*: KLM501 Descend FL200, be level by EPSIL
*KLM501*: (Readback)
*ATC*: KLM501 Continue Descent FL120

So, does KLM501 have to comply the with the previous EPSIL/FL200 restriction ?

And ... have you got a reference? Doc 4444 seems not to cover it.
