China Fear and Punishment

Because the Chinese do not understand anything about foreigners/ foreign pilots. Culturally Mainland China is pretty much the moon to most non-Chinese.

We are not only motivated by money. China does not offer anything else.

Sure, you pay enough and you'll get some pilots. People will sacrifice clean air, safe food, a safe work/home environment, self respect, intellectual and personal freedom, professionalism, and submit to the complete dysfunctional de-facto dystopia that is China for a price. It's a high price, but some people will do it.
For most the price is so high that it's no longer practical to pay it.

China needs to change its behaviour fundamentally and entirely regarding aviation but here is a basic one for pilot recruitment:

Respect ICAO Just Culture.
Respect EASA / FAA style Flight Time Limitations
Streamline SOPs, training and FOMs to intelligible standards. Right now they are complete nonsense that intentionally contradict themselves regularly. Management choose when to enforce clauses to their benefit.
Reform the training and checking regime to one in some way following international norms.
Have a properly accountable management, support and admin structure that has professional international training in airline management.

Everything above will be disregarded as TIC, take it or leave it. Which is fine. Most people will leave it.

For now you can pretend you will pass this information on to your boss, but I think it far more likely you will self censor it like a good little harmonious citizen.
By the way unless you are hiring cadets you are in the wrong forum. China doesn't need or want wannabes. They want experienced captains en large. Try here South Asia and the Far East - PPRuNe Forums
