Speed restrictions on a SID

LCY has recently produced a set of RNAV SIDS.
The BPK departures off both ends have a 200kt limit around the first couple of corners, understandably, so pilots don't overshoot the turns. Then once established inbound to BPK the 09 end says Max speed 250kts, whilst the 27 end restricts to 200kts all the way to BPK. My assumption is it's a typo but alas we adhere to it.
Recently, a few colleagues have been saying that once you're given further climb from London (above 3000ft) the speed restrictions can be forgotten. I've always assumed that they're in place until you reach the point at which they marked on the chart ie. BPK.
Does anybody know the answer, and perhaps, even more helpfully, where it can be found?
