The plans show that it is indeed being smoothed out but it is also worth noting that the new parallel taxiway at the 08 end is at a different distance from the runway than the existing taxiway to 26.
As for the start date it is part of phase 1 but with winter here I am guessing it will be started now in the spring for completion in 2017.
