Base & Procedural Turns

Looking for a reference if someone can help.
Situation:
Outbound from a beacon to perform a turn to join an ILS.
I was always taught to be established +/-5 degrees on the radial/bearing before descending in accordance with the procedure. This is test tolerances for an IR renewal in my country of employment. But am trying to find a PANS OPS reference that +/-5 is a requirement to descend.
