Can't speak for Menzies, but Swissport pretty much always have dispatchers, but they don't touch the GSE.
4) Why is the baggage reclaim empty of staff? As we walked through after that flight above, we were stopped by several pax who complained that the bags had not come out yet and had been waiting 20 minutes! No-one from Menzies or Luton to be seen!
As far as I know, the ground crew have 40 minutes to get the bags to the carousel when the aeroplane gets called on chocks.
Opposite belt 2, in the corner, there's people that the deal with the baggage, often on computers monitoring things.
