There's an unwritten rule in aviation regarding different stages of expansion at airports, I was wondering if anyone knew what it was? From memory it includes, or is similar to, the following:
A route to the capital city will trigger further growth
An on-site engineering firm will trigger a based aircraft
Achieving one million pax will trigger growth towards three million pax
