Not that I am aware of.

Here in the UK , we have a mechanism called "E-conditions " that permits qualified individuals to supervise flight testing under 2000kg.

There are a mixture of rules and guidelines about *how* we may do this, but the restriction is basically to true flight testing of manned aircraft of any configuration under 2000kg MTOW.
