Question Aviation in Baltic/ex-USSR states

Hello,


I'm trying to gather as much info as possible concerning the current state of commercial and general aviation in the former USSR, particularly in the Baltic States (Estonia, etc.).

- How do the NAA (National Aviation Authorities) work ?
- What is their structure ?
- Who does the job (ex-military, civilians only, or a mix of both) ?
- What rules/regulations do they follow ?
- How far are they in their conversion to JAA regulations ?
- Do they have a deadline to become JAR compliant ?
- Where do the operators train their crews ?
- Where does the new generation of pilots get their initial training (military, FTO) ?
- What kind of licence do they have ?

Any info much much appreciated, thanks in advance !
