The EU Commission has invoked an arbitration process that “could take several months” (in addition to any election delays) to consider US permit applications by NAI and NA UK:-

Those opposing the applications continue to cite Norwegian’s non-compliance with Article 17 (labor standards, labor rights and principles) of the Open Skies Agreement. The ex-Deputy Administrator of NASA is the latest to oppose Norwegian:-

“……along with the advantages of healthy competition come the opportunists – those fueled by competition but seeking to cheat the system to gain the upper hand”

Norwegian has the longest pending application in the history of the Open Skies Agreement. I doubt it will receive any further consideration until after Clinton or Trump’s inauguration. Clinton has already stated she is against granting Norwegian a US permit.
