It does seem to be a codeshare flight and is bookable on Meridiana's website.
I have just booked a round trip to Turin departing mid August and the price difference between the two was more than double - BlueAir £97 and Meridiana £250 (both return and including one hold bag)
Meridiana does't give you the option of "hand luggage only" so charge for hold baggage whereas BlueAir give you the option.
Anyway you can guess who I booked with !
