Looks like my experience arriving at Heathrow Terminal 3 last Easter with no E Passport booths operational. In fairness, we were processed within 30 minutes.
There is nothing acceptable about being processed within 30 minutes. If this is not considered terrible, it's really a sign of how bad things have become.
