For growth above 18,000,000 I think eventually the drop off area could indeed move to the midterm car park. Passengers will be light railed in and the tunnel will be closed to passengers cars.
The multistory car park will become a staff car park and a compound for meet and greet which will also have offices in the mid term car park.
If that is done more stands can be built in the CTA but then the terminal will need extending, to extend the terminal the bus station will need moving probably again to the mid term car park.
A long term multistory car park will indeed be built next to Parkway as already planned now but I doubt a short term multistory car park could be built in the mid term car park as it will be too close to the runway. Now that might cause a problem for the airport and could be a show stopper.
