To be fair - the OP was talking about a pilot for an airline, getting a jumpseat on a different airline's plane... If they're a pilot then they will have security clearance: whether that means the Captain's 'discretion'
should be able to grant OP's pilot a jumpseat, regardless of clearance is another question...
