A bit unfair on the Gazette - the story title is actually positive ("key asset"), with the negative aspect being in the body of the story.
HWU has a point - little sign of any movement on the housing (no planning permission yet?), which was meant to found the rest of the development. Meanwhile there seems to have been plenty of other housing developments approved in the surrounding area.
