Actually LCY isn't just a "City/Canary Wharf" airport, and never really was. It has always served a notably wider catchment area, speaking to seatmates they are headed for Kent, North London, Westminster, a substantial area who find it convenient. London is sufficiently large to be a series of separate markets at its separate airports, and LCY's quick processing compared to elsewhere serves them well in overlapping Heathrow's catchment in areas like Westminster. Look at the full car park - those people didn't drive over from Canary Wharf.
