Sounds like Adobe Illustrator could be for you. Don't know if Rugz was able to assist but it should be fine for what you need.
It can be a bit of a beastie but stick with it as it's v. useful once you get the hang of it. As for getting hold of a copy, that could be tricky if you don't want to spend. There's a trail version at
http://www.adobe.com/products/illustrator/main.html and click on "Downloads".
It won't let you save/export/print - but at least you'll get to sample it to see if it's for you.
