Cityjet have entered into a contract to convey each of those passengers to a destination. They should not be permitted to just throw their hands up and say "nah couldn't be bothered".
It's frustrating.
While this is extreme, for a return trip in the summer I've had four outbound and two return flights cancelled by 3 different airlines. Each time I rebook it's closer to the departure time and I pay more.
It's also damaging for the brands concerned... I'm at the point of wishing I'd booked Ryanair + a coach to my actual destination.
If an airline does this too often then they will get to the point where their name is such mud that nobody will be prepared to make a booking, particularly if (as in CityJet's case) they have a FB page that suggests people annoyed by delays in paying refunds...
