Russia and CIS use of QNH and feet below transition level

Hi,
I am a pilot instructor for FlightSafety International. It was announced earlier that in April 2015 Russia would implement the assignment of altitudes in feet below the Transition Level and that the use of a QNH altimeter setting instead of a QFE altimeter setting would be implemented. It has been reported to me that flights flying into Moscow have not experienced it as of December 1, 2015. When is the newly planned implementation date?
I have searched the Russian Aeronautical Information Publication to no avail.
