Russia use of QNH and Feet below the Transition Altitude
I have heard that Russia is moving to or has moved to use of QNH altimeter settings in place of QFE as well as assigning altitudes in feet instead of meters below the Transition Altitude. I searched the Aeronautical Information Publication for Russia for confirmation but was not able to find any. If any of you has a citation that this is the situation, please forward it to me.

I fly there reasonably often. I don't have a reference to hand as we got company docs about it.
Yes, they do use "standard 1013.2" and Flight Levels down to their transition - which is FL50 in Moscow. Below that, it's Height, QFE and metric.

Hi,
I am a pilot instructor for FlightSafety International. It was announced earlier that in April 2015 Russia would implement the assignment of altitudes in feet below the Transition Level and that the use of a QNH altimeter setting instead of a QFE altimeter setting would be implemented. It has been reported to me that flights flying into Moscow have not experienced it as of December 1, 2015. When is the newly planned implementation date?
I have searched the Russian Aeronautical Information Publication to no avail.

Just had to do a bunch of research to find out it came from another company instructor who did not cite any source. ...He did say he had it confirmed by both Jeppesen and Honeywell...

Maybe something like this is going to happen as you can hear more and more that on the different ATIS frequencies QNH values are given.
Still below TL you will be assigned altitudes in meters and QFE. Nevertheless since ages already you can request QNH and therefore use your VNAV features with the recalculated or depicted altitude in ft from your charts.
Keep in mind, the best of Russia is when you can command gear up towards the West.

QNH below TL in Russia
The changeover to QNH below the Transition Level is aligned with the Moscow TMA redesign.
This redesign has been going through evaluations and the final design has not yet been approved by the Ministry of Transport. The latest version of the proposal, 8.5, seems to have more promise than the previous versions.
Evaluations of the Moscow TMA includes modeling of the concept, traditionally performed by the State Aviation System Research Institute.
This is a work in progress, and everyone is striving to get it correct with the first deployment.

I don't see any big problems to convert it
Anyway ,You can request ATC to provide You QNH,and all meters levels for Russian airports have been converted and published in Jeppesen charts.
We think the same way,that it looks like some kind of mess,and we have heard talks about some changes in Russian ATC for a long time,but there are not any changes still.

My understanding is that the military couldn't adapt to using QNH and feet for probably a mil aircraft equipage problem. Much like the Chinese RVSM issue.

QFE to QNH App
Because not every height to altitude conversion is printed on the approach plate, for those who fly QNH and do a 'manual' conversion with a calculator, here's an app that makes it easier (or search for QFE to QNH in the Apple AppStore.

From February 2017, Russia is finally changing to use QNH and Feet below the Transition Level. The first airport to use this is ULLI/St. Petersburg.
