Question Surveilance Australia pilots

Hello, I would like to know of any coastwatch pilots who have or are employed who got in with practically no twin hours. I am a few weeks short of the minimum requirements and would like to apply. However, with the oversupply of qualified pilots and less government funding (so I have been told), I think I will have to wait until I have 500 multi before I can compete for a position. The web site does not specify a requirement for twin hours, just MECIR and 3 renewals.

I am also aware of positions for observers. Do observers end up as PIC eventually?
