This is how I see things will pan out.
Like now if they call in at the drop off area first they won't collect a ticket but the time will be recorded. If they then exit one of the 5 drop off barriers located by the multistory car park they will pay the appropriate charge.
If they call in at the drop off area first but then enter the short or multistory car park they will now collect an entry ticket and exit via dedicated exit barriers that will require an exit ticket. As they are now in different exit lanes the time spent in the drop off area won't count.
Now what would happen if a car spent 30 minutes in the drop off area thus picking up a massive charge and then entered the short term car park for say just 10 minutes brings up an interesting scenario.
There is also a couple of short sections that look single lane so not a good place to break down.
