I imagine that many of the people with an EU passport travelling for non-business reasons between the UK and Minsk who cannot afford £500 will instead fly between the UK and Vilnius, and then take the train between Vilnius and Minsk.
Alternatively a 1-stop with Lufthansa, LOT, Air Baltic, Austrian or Ukraine Intl may be considered.
Strongly agree with rutankrd - there are plenty of other cities in Europe worthy of a route to Luton before Minsk
