Because the work started around 6 months late it is being done out of sequence from what was originally planned. The road upgrade was I think in 6 phases, the first phase of the road upgrade was meant to include the dueling from the Ibis to the tunnel. Now it looks like it will be the last thing to be finished as they crack on with the CTA before next summers peak.
